This report contains information on federal funding of the research and development (R&D) components of agency programs as proposed by the administration for Fiscal Year (FY) Research and development data contained in this report are classified into the same federal budget function categories used in the Budget of the United States Government, Fiscal Year on R&D and R&D plant activities conducted within each budget function. This section consists of 29 tables (tables 9–37) that summarize the data for FY – 3. Historical Table (table 38) presents two historical data series: (1) federal R&D funding by budget func-tion for FY – and (2) federal funding of basic research for FY.

It includes R&D funded from abroad, but excludes domestic funds for R&D performed outside the domestic economy. The estimated distribution of R&D by agency in FY is shown in Figure 4. The relative distribution doesn’t tend to change radically from one year to the next. The past 20 years of federal R&D appropriations can be divided into three approximate phases (see Figure 5). Additionally, the U.S. devotes the largest share of R&D funding for defense purposes, at roughly 50 percent of the federal portfolio inwhereas the European Union set aside only percent.
