This report contains information on federal funding of the research and development (R&D) components of agency programs as proposed by the administration for Fiscal Year (FY) Research and development data contained in this report are classified into the same federal budget function categories used in the Budget of the United States Government, Fiscal Year on R&D and R&D plant activities conducted within each budget function. This section consists of 29 tables (tables 9–37) that summarize the data for FY – 3. Historical Table (table 38) presents two historical data series: (1) federal R&D funding by budget func-tion for FY – and (2) federal funding of basic research for FY.

Fiscal Year 20BY1/20BY2 Program and Budget Review Submission RDT&E Descriptive Summaries, Volume I Month/Year (of Submission) 6. Each backup book will include a discussion of performance metrics in support of requests for program resources, as prescribed in Chapter 1, Section Where programs have participated.   The federal government spent $ billion on research and development in , including $77 billion on defense and $70 billion on nondefense. Federal R&D spending has risen in recent decades on a constant-dollar basis, but has dipped as a share of gross domestic product. The AAAS has the data here.

Gross domestic spending on R&D is defined as the total expenditure (current and capital) on R&D carried out by all resident companies, research institutes, university and government laboratories, etc., in a country. It includes R&D funded from abroad, but excludes domestic funds for R&D performed outside the domestic economy. The estimated distribution of R&D by agency in FY is shown in Figure 4. The relative distribution doesn’t tend to change radically from one year to the next. The past 20 years of federal R&D appropriations can be divided into three approximate phases (see Figure 5). In the “first phase,” from FY to FY , federal R&D 0% 5% 10% 15%.

This series presents information on Federal funding of research and development (R&D) and the R&D plant components of agency programs. The R&D data are classified into Federal budget function categories, such as defense, health, space, and energy.

Federal obligations for research and development (R&D) and R&D plant will decrease an estimated 1 percent (4-percent decrease in inflation-adjusted dollars) to $70 billion for fiscal year (FY)according to a survey of Federal agencies' budget projections conducted in ().However, agencies project a 2-percent increase in the research portion of the R&D total (a percent.

However, there was a consensus among our experts that accelerated federal RD&D would (weakly) lower the capital cost requirements for a new coal plant with CCS. They estimate R&D spending in will reach “$ billion, an increase of % or $ billion above FY estimated R&D.

The DOD and VA would receive increased R&D funding for FY In addition, some firms -- especially small ones that lack funds -- may not invest enough in R&D even from their own perspective.

To make R&D investments, a firm may need to go to capital markets for funding, and to provide these funds, financiers must have sufficient information to be able to assess the risks of the investments. Additionally, the U.S. devotes the largest share of R&D funding for defense purposes, at roughly 50 percent of the federal portfolio inwhereas the European Union set aside only percent.

However, the fraction of US government research funding for agriculture and energy and environment is nearly the lowest among all OECD countries. Total R&D by Agency, PNG Excel July Trends in Defense R&D, PNG Excel July Dept.
